    1. Turn them on. They're in the menu bottom-right (second option from right, then rightmost option)

    2. Whilst you have the bonus on, kill lots of stuff. Mob kill xp is boosted, quests aren't - same as the 2x events (which it stacks with to become a 13x event)

    3. If you want to stop, turn them off again. You have a limited number of times per server-day you can use them.

    4. Once you've had them turned on for so many hours, they go away anyway. This timer only runs whilst they are turned on and you are logged in.

    5. Whilst NOT using them your exhaustion timer runs. Whilst this is running, xp is reduced. I have no idea how that stacks with a 2x event.

    6. The exhaustion timer runs even whilst you are offline or playing a different character, so it can run down without you having to suffer much.

As for what to kill at that level? The pirates near dreamweaver are traditional.

Seaweed Thieves by Sanctuary, Seaspray Bladewolves by Dreamweaver, several of the pirates on Nightscream Island (accessed through the portal on the ship in Dreamweaver): Pirate Minions, Hoods of the High Seas, Chief Assassins (avoid Brigand Assassins and Pirates Second Class, which are magic.) These are all melee mobs, good for AOE grind.

There's a guide to hypers stickied in the beginner's section.
