Please Help

I am attempting the River Ghost quest, and jumped into the water to get to the ghost. Unfortunately, I am currently rubberbanding up and down above the surface of the water. I can't use a flying mount because I don't have one yet, I can't move at all and have been bouncing for the last 10 minutes. What do I do? It has never been this bad before.
