i can't seem to find my Basic Crafting quest

okay i'm now at level 34 and decided to do all the basic manufacturing skill quests. I managed to do all of them except crafting in which it is neither available from the craftsman nor the the elder. Is the skill lost?

    Have you checked to see if you already have the skill?

    Go to the elder and see if it's in the "Upgrade Skills" (or whatever it's called; the one where you level them up, not learn them for the first time. I'm not in game right now so I can't be positive what it's called).

    Either that, or check the Librarian guy / Something with "book" in it in your home city.

    Once again, I apologize for being vague. I can't currently access the game from the computer I'm on, and I can't remember everything exactly.
    I cannot into Lithuania.
