One website that I've found pretty helpful is pwdatabase, it's a database of monsters and items and quests and stuff, and it's pretty helpful.
I'm a new player too, and I only started less than a week ago.

If you're looking for more specific guides about stat builds and skills and stuff, I'm not totally sure on where to go for that, I've just been googling it. (eg 'Perfect World Blademaster Stat Build')

But yeah you should check out pwdatabase

PWdatabase is a good site, just remember to click the flag on the top right for your region. Different regions have different names for things.
    http://www.pwdatabase.com/pwi/
Ecatomb's PW fansite is also pretty useful.

I have been playing for almost a week, still couldnt find out how to increase in ranks so i can learn new class skills. I have done alot of quests with a reputation of 49 and travel to Lost City, 4-5 minor village for teleport. So wasnt sure what else to do, can someone help?

you dont need reputation to learn new skills, you get the option to learn new skills by getting higher levels and doing spiritual cultivation quests that you receive automatically at certain levels. make sure you check at your class's skill trainer for new skills. good luck

Also another good place for info on your class is the class discustion post all the classes are there to see what builds might work for your own play style. Also never be afraid to ask people in game for tips there are a lot of helpful and unhelpful people in game. Just remember its only a game some seem to forget that.

Press "Q" to open your Quest Log. You need to complete the yellow quests. Those are for your Spiritual Cultivation and they are required to learn new tiers of skills.
There is a Find Quests button on the lower left of the Quest Log screen. This can show you what quests you have available but haven't taken. The Spirit Cult quests might be hiding there.
