Either you don't have enough spirit, you don't have enough coins or your spiritual cultivation is not high enough.

Spiritual cultivation is the yellow quests in your quest log. Always do them as soon as possible to learn new skills.

have a look at that link, it will give you all the info you need for quests up to level 19 (with link at bottom for quests above that)

but here is what you need for cultivation

    Level 9

    Cultivation Quest

Spiritual Cultivation - Visit Miao the Taoist
System message recieved upon reaching level 9

    1. Speak to Miao the Taoist (244, 647) City of the Lost
    -Reward (Exp: 40 Rep: 2)

    Spiritual Adept
    1. Speak to Miao the Taoist (244, 647) City of the Lost
    -Recieve 1 Cultivation Acknowledgement
    2. Speak to the Lost City Recluse (216, 542) Creeping Stream
-Kill 9 Waspy Ursog (Some can be found south of the Recluse around 201, 529)
    3. Report to the Lost City Recluse (216, 542) Creeping Stream

got it thanks, cant say i noticed new bar though. is that what it means when a skill for instance says requires x chi? x being a number. how does cultivation advance? i assume at 19 theres gonna be something simular, what i mean is at lvl 9 the quest said recieved 99 chi. were those chi just to start my bar off not empty or did i spend them when i bought the skills.
now i'm starting to pick up the game its def more fun but still as u can prob tell, am feeling like a noob

Every so often you get new spiritual cultivation quests. At levels ending in 9, when you have finished certain quests, you reach a new cultivation level.

Chi is gained when you use certain skills (or auto-attack), and used when you use other skills. Whenever you log on, you start with 0 chi. The chi bar is where your name is.

Just as a reference because ironwood has a fairly long cooldown in comparison to the other low level scarab you learn at level 1 and uses chi, your ticky tack spam skill to get your chi up will, at low levels, be venomous scarab. If it sounds complicated you'll have likely mastered it by the time you're 20. The chi system is rather easy to figure out.

The bar where your name is is the chi bar (it will be yellow when full). Some of your skills, like Venemous Scarab, will generate chi. Other skills, like Ironwood Scarab, will consume chi. The best way to learn about chi is to test your new skills and watch your chi bar too see what they do.

When it says you "Recieved 99 chi" that just means that your chi bar is now allowed to hold up to 99 chi. After your level 29 cultivation, you will be allowed to have up to 199 chi, and it will later go up to 299 and then 399.
