Why can't I decompose lvl5 3star stuff?

I have crafting skill level 3 - 30/30
I am trying to decompose a coupld of Alabaster Pendants - durability 92/92
I verified to repair them - cost of 0 so they are full durability
I try to decompose at one of the Etherblade Craftsmen
The pendants were drops from FB39 bosses

WHAT BE THE PROBLEM?!!?

just a note that i also have a few Tailor lvl 5 boots and they also aren't working

EDIT: Also I tried buying a regular 1-star Alabaster Pendant from the same craftsman and I am able to decompose that one for chi stones.

    Nevermind :S After waiting all day for someone to answer I got my answer from the general forum .... you people are useless and this part of the forum shouldn't exist since it's either full of incompetence, ignorance, or possibly simply not filled at all.

    Your manufacturing level isn't high enough to decompose that level of gear.
