Dust of Devil drops from Ancient Evil which is the last boss of 2-3
Horns of Feng's Horse is also from 2-3 from the boss General Feng(third boss in the instance)

Giant Beast Armor is from Dark Collaseast from 3-1 however this boss is extreme hard for the inexperienced and not many ppl do him due to the pain he gives. i suggest finding a good solid squad to run with and willing to do that or just do other TT's get the high value mats to sell then buy them from auction house. On dreamweaver they currently running 1mil-1.5mil.

Dust of Stars are from Astral Walker(last boss) in 2-2. hes very easy so long as you got a good squad and know the little odds and ends of him. currently price on these are about 250k-400k on dreamweaver

First and foremost with GBA boss...everyone in party must have at least 4.5k HP buffed. If not, it's likely not gonna work for the average party.

Definitely the newer server syndrome. GBAs are only about 1.5mil here.

Ideally, I'd go ahead and get the Devil's Cape of Aries like you said and then farm the other three parts of TT90 green. After you shard those and refine a bit, you should have the HP needed for GBA if your cape/neck/adorn is decent.
