When to start DQ

I was thinking about giving these long quests a shot. I know some don't like them and think they're a waste of money but I'm open minded enough to at least try it. Is there any kind of penalty if I complete these at a later level? Or if they are even available to me past a certain level?

No penalties, they'll be open forever, even the lower level ones (though at higher levels, the exp is not worth doing). I never minded them and always just did them when I had enough DQs from grinding. They're actually decent exp if you want to top off your exp at 99%, or if you don't mind flying to the NPCs on your way to your next WQ stop. Plus you get the nice dragon orders that you can sell for profit, or make equipment with.

With hyper exp and frost now, DQ quests are not worth doing if you're solely looking to level up.

True, Dragon Quest don't worth doing anymore. There is alot more ways to level and alot better gears, so don't really worth choosing the Dragon Quest. It take too much time for so low exp. Better just do quests and BH, when you get it (level 40) and fc with hypers at level 80+.
