I lv 11 but I can't up skills Arost Arrow,Winged Shell,Flight Mastery and Winged Blessing.b:question

Chiao the Archer said "I have not reached the required spired spitual cultivation level"

    It is true, you need to upgrade your Spitirual Cutivation in order to be able to learn these new skills. Some general information:

    Spiritual Cultivation does upgrade every 10 levels starting form 9 (so 9, 19, 29. . .).
    It is a quest with multiple parts followed by a final instance (19+)
    It appears as a golden quest in your quest log.

    Aye, always try and do your cultivation as soon as you get it; good xp and lots of exp every time you complete them, as well as they new skills :)
