Celestial shards

Well im back after a long break, what exactly are celestial shards, in the mail box it says you can manufacture sage and demon things with req levels of like 20. I was wondering where do i acquire these shards?

    All I know is that they're a reward for ranking high in the celestial tiger event held on mondays (basically a clone of the nienbeast event).

    I haven't been able to partake in it myself due to the inconvenient times, but if you're familiar with the nienbeast event then this should say enough.
