About "The Test" quest

Hello,

I trashed my "The Test" (tailor lv 6) quest accidentaly, I tried to talk to Arch's Elder, plume city's elder, to all arch's tailors, to all plume city's tailors and I couldn't get back the quest...

I looked for similar threads and I did what they said but I still don't have the quest b:surrender so guys if you know how to get this quest back let me know pls =/
