You can start PKing at 30. Since you're on a PVE server, it's strictly optional, and most of the people in PK mode you encounter will be much higher level, so it probably wouldn't be wise.

Think it's a bit too early for you to think about PvP. You'll get frustrated when some 100ish folks hit you over 10k...

The link that was sent earlier also contains information about builds. Please read it carefully and decide the build that you'd like the most. You can of course re-stat your attributes using Reset notes from the Boutique but it's better if you start with a build you're a sure about.

As for the gear you won't really need anything that great until you start doing dungeons regularly (Bounty Hunter quests which start at level 40). If you'd like to save your money and prefer to buy NPC gear for now you can freely do it until level 40. However at lvl 30 you receive your first Rank ring and Rank gear (the npc opposite the General Summer in Archosaur) which will provide you with an incredible Arcane top and bottom (if you decide to choose arcane build).

Once you start BHs you should look for gear that mainly provides you with HP and extra physical defence (but again, the priorities will be based on the build you choose). You don't have to refine or shard them though throughout your game play you will receive shards which you can use later at lvl 40-50 on your armour (as long as the armour has sockets). By level 60 I'd recommend that you start refining your gear to +1 (the Goshiki chain quest will provide you with a lot of mirages then which are used for refining equipment) and that you also start using shards if you have some money. I'd also suggest that you use 2 star or 3 star equipment. At level 70 you should definitelyhave +1 gear (it's not hard to get it, that's why) and put shards on your gears wherever possible. At level 70 you can also wear TT70 armour but if you feel that it's oo expensive you can go for 3 star. By level 80 you should have either TT80 set, legendary armour set or a combination of both (personally I used some TT80 pieces and some lvl77 mold pieces) and they should be refined to +2. +3 or so (unless you manufacture them yourself you'll easily find refined and sharded TT and mold gear). At lvl 90 you should have TT90 with refines +4, +5 or so and..well by then you'll know already what kind of gears you'll need.
Also remember that as you level you are able to use better shards so do not stick with Avarage.

Your weapon however shouldn't be neglected. Try buying 2 star weapons or 3 star (depending on your money). After lvl 45 or so there are some really nice mold weapons but you might find them expensive. If so, stick with 3 star. After lvl 60 you'll be expected to have TT weapons and as you level up (lvl 70..lvl 80)you'll have a variety of choices.
