    It's a 2 spark AOE that has a chance to make each of the targets go chaotic, being unable to move or attack for a short period of time, as well as dealing damage.

    Like Mayfly said, it has a 67% chance to make the target(s) chaotic. In other words they're stunned. They can't move, they can't attack.

    When you'll be able to learn it, don't bother leveling it for a while. You won't need it and it's better for you to save the 2 sparks for Bramble Hood (also a lvl59 skill which you can learn is Bramble Guard is maxed). Bramble Hood will be a life saver for you in many situations.
    Once you start doing FCC and/or Rebirth then it's time for you to level it up. The higher level the better. I'd say you should start leveling it by lvl80 (unless you somehow do FCC/RB earlier).
