I THINK the glow you are talking about comes from having 2 slots filled with average or higher shards in it.

    Hi.

You need a 3 star(Purple name) weapon, with 2 or 3 sockets. Put Average Shards in it.
    It will glow blue.

most mold weapons glow as standard - wheel of fate which is available at lvl42 is a good example for you
tt weapons (level 60+) glow as standard also.
and as Azus pointed out, if you are lucky enough to make a 3* purple weapon (think the perfect sword you got out of the supply chest) it will glow also.

to add additional statistics to your weapon and an extra glow factor, adding 2 or more average shards will give you various effects over the top of the standard glow.

Just have to add, the max shards you can put into a weapon is 2. That is it, no more. Armour, u can imbue with 4 (and daaaaaaaamn it looks good with G8'sb:pleased)

Weapons do not glow when you put shards in them, that's armor.

If you put 2 flawless (grade 7) or higher shards in a weapon, glowing lights will appear around your hand, the color(s) related to the shards in your weapon.

If you want the weapon itself to glow, you have a few options:

    1. 3* (purple name) weapons glow a blue-purple color.
    2. Mold (yellow name) weapons glow yellow.
    3. Twilight Temple (green name) weapons glow green. They are obtainable by farming/buying special materials, and can only be used at levels 60+.

Alphae pretty much nailed it, but I just wanted to add a few things. A few Twilight Temple weapons glow blue instead of green, and sage and some high level weapons glow red.

    added information includes:

frostcovered city gold ranked items will have a red lightning effect on some weapons.
frostcovered green ranked items glow green like twilight temple
to press more on sango's red, this includes a red flame like glow on rank 8, level 100 twilight temple, and some lunar glade weapons
nirvana weapons, when forged, vary in glow and color.
