Need help from Mods or Players or Gm(s)

Hello, i'm a malaysian.
In malaysia, there are 2 perfect world clients, Chinese and English.
I cannot speak Chinese and the English server (no offence) is filled with people that are cold hearted, selfish and immature. Not that i'm trying to be rude or anything, am i allowed to play the international version of the game instead? Please reply to this ASAP ._.

That list also still has the Philippines and Japan on it, which have been unbanned a while ago.

A factionmate from Japan even said it was never IP banned in the first place.

the players here are generally "cold hearted, selfish and immature", there are the occasional cool people but once the cash hits a game it goes to hell no matter where its located.
