How Many characters can I make?

I am surprised by how deep the customization in this game is. How many characters can I create?
Also, once a character is created, can I edit the character anytime I want after that? Or is it a one time thing and locked forever?

    used to be 6 characters per account, per server, although it might be 8 now since they added the tideborn

    you can edit a character for up to two days after creation then it is locked. There is a quest around level 29 that gives you a free makeover scroll so you can change your character using that, or you can buy a makeover scroll from the boutique

    armor can't be dyed or painted it that is what you mean. you can refine it to get better stats, and you can add sockets to add gems to get additional stats, like extra hp or pdef. later equips can be recast in nirvana which i understand changes the look of them as well as getting excellent stats , but i havent looked at that yet really.

    You can have up to 6 or 8 on each server on each account, I believe. You can customize the character however many times you want within 2 days of creating it. After that you'll need to buy a makeover scroll (2 gold or around 800k) and you'll get a free one at like, level 29.
    Armor can't really be customized. You can make it glow different colors, and have various effects (like lightning, fire, etc) but that's pretty much it.

    Armor cannot be customized but you can buy lotsa fashion to make your character look unique. xD There are many colors and fashion sets available, you can even mix fashion set pieces (Leather top + Vampire pants look cool together (female)).

    Yeah, thats what I meant, more along the lines of fashion.

    So if I buy the makeover scroll, I can change my character? Are they limited, or I can get as many as I would like?

    Makeover scrolls are made to make changes on your character indeed... They are one use only, given that you actually modify your character.

    You actually get one for free after the quest that Man Hung gives to you (the Mantou quest chain, which involves Kunkun and other things)
