Celestial tiger event

How you get that quest started? What location do I go? What level is required for that event? I read the guide but It talks about a npc beside elder in EVERY major cities.... havnt found yet .... Can you help me please b:surrender

    If you don't understand my last message.

    When the event starts, report to a Keeper of the Tiger to see how you can help. These Keepers can be found near the Elder of every capital city, and at the western crossroad in Archosaur.

    where are they?

    the event only happens on Monday @ 21:00 Server Time.

    This is also the time that the NPC required to start the Event "spawns". The starting NPC's spawn relatively near the Elder of Lost, Plume, Raging Tide, and Etherblade. They are characterized with a beam of light shining down on them.
