Noob Question about boutique wings lol

whne i bought them cause i got 5 gold it said permanent and all but then i bought it and i cant use it yet but iit has "300/600 sec" and i dont get what that means whether it means i only have that much time (which is a big waste of gold and ill be pissed) or if it means i have to recharge it some where...
