ummmm rubber band in fast forward???

sooo instead of the usually annoying rubberband i have been getting the even more annoying rubber band in fast forward... my ping looks normal but my fps switching around at crazy rates. thought it was my internet but the service provider found no issues. it doesnt help to relog. is anyone else having this issue??
