help with manufacturing.

ok so, probably a noob question, but im currently lvl 2 smith. ive manufactured 20 copper bars and went from 40% to..... erm, 40%...... NO exp at all..... seriously?

my exp bar seems to be stuck, how do i fix it..................theres no way in hell it could require that much when the previous lvl finished out after just 20 lvl 2 weapons.
