Cant change equipment

Each time i try to change equipment it says it's locked, but i'm not getting the option to unlock it. How do i get around this?

    If you are a venomancer, or a barbarian and you're in Tiger/Fox form, you cannot change your equipment.

    If you're neither of these classes let me know and try giving more information?

    Also applies to fishies in tideform which is amazingly useless
