Dark Charger lvl 40 requisite

Hi guys

I am a fairly new player (ok I am a noob) who may have misunderstood something and just want to check.

I got a dark charger from the pet manager. It is currently lvl 140 requisite. I spotted the spurs of alacrity in the boutique and noticed the comment "lowers the requisite of the pet from lvl 40 to lvl 20".

I assume this means that I can use the pet before lvl 40 if I use the spurs. Now, if that is the case how do I do that? I have tried hatching the pet at the per manager but get the message that I am too low a level to do so. I am lvl 24.

Any advice will be appreciated.
