Well, the most you can get, irregardless of cultivation, is:
-0.1 (Nirvana Dagger)
-0.05 (Tome)
-0.05 (Lunar Cape)
-0.05 (TT99 HA Ornaments)
-0.1 (TT99 LA Wrist)
-0.05 (TT99 LA bonus)
-0.05 (Rank 4 or 6 chest)
-0.05 (Nirvana leggings)
Total: 0.3 Interval, or 3.33 APS

As you can see, that's just enough for 5 APS daggers with Demon Spark. The best Sage can do is use Sage Slipstream Strike or Relentless Courage to get to 4 APS.

If you had Rank 8 chest in there, the numbers would be 4 APS regularly and 5 APS with Slipstream Strike or Relentless Courage.

Other than that, there's using fists or claws to get 5 APS. The idea behind that is that you Bloodpaint with daggers, then swap to claws and start sparking up, because the only stuff you'll be using is sparks and normal attack.

But really, you don't necessarily need 5 APS on a sin to get epic DPS. Sins out-DPH all other APS dependant classes because of their build (pure dex), the daggers and their skills. So really, 4 APS sin can compete against 5 APS BMs or Archers in terms of DPS. Especially since 4 APS is enough for permasparking and you'll have Inner Harmony to cover up the potential lag.

Well, if u want full interval u can get rank 8 plate (gives -0.1 int) but it costs like 700 mill lol

He did answer the question if you used your brain at all. To sum it all up Demon Spark is the only way to get pretty much perma 5aps assuming you don't have rank 8 top.
