New Skills Are Shown But Not Available

Ok, everyone else on or around my level has skills that are shown for my catgirl character but are not available to me i.e. I can't add them to my character.
Is this a bug of some kind?
Oh, and the clothes on my mermaid girl character flash on and off.
She is only wearing those default sheer panties about 50% of the time.
The server is "Sanctuary".

Oh, and one other thing, when I try to buy Zen the transaction goes through but then the Zen never gets added to my account and the amount of purchase is refunded to PayPal which takes several days to get refunded back.
I followed all of the procedures but I still can't get any Zen added to my account.

Help!

    What do you mean with "shown" - you can see them at the skill trainer, you got them learned and you can use them or you don't have them at your skill trainer at all ?

    They are shown at the trainer and I meet the requirements but the trainer won't let me have them.
    I am trying different characters to see which I like best and this is the only one so far that this is happening to.
    All of the other people around me have the skills and are using them but I can't get them.
    I asked them what they did that was different than what I did and they said that they did nothing special other than just buy them.

    Hmm. The only thing that comes up in my mind is that you don't have enough coins/spirit or your spiritual cultivation level is not on the needed level. Can you screen shot it and post it here ?

    Yeah, I will SS it later when I get home.
    Also I have noticed many other bugs in the game so far but most are already discussed here.
    Also could you please tell me how to increase the so called "spiritual cultivation".
    No one else has mentioned that to me so I want to check it out and actually do something about that if it is a possibility that it may be the problem.

    The disappearing clothes is a bug I am sure so I don't think I can do anything about that other than deal with it until it is patched.
    I see it happen partially to others as well.

    I agree its probably your spiritual cultivation. Check your quest log (both regular and under the button 'find quest) and look for a golden quest. If there is one, you need to finish that before you can learn certain skills.

    Well as far as I remember you can get your spiritual cultivation quest from the elder or the spiritual taoist ( not sure about him ). I`m also 95 % sure that when you reach the lvl on which you will have to lvl up your culti there's a pop-up coming as a quest :)

    Hey,
    Im a psychic and when i go to the master psychic it says two skills are available, Torrent and Bubble of life.
    It says that i need 2 do Aware of Principle in order to get those skills but i looked at my skills and one of them has Aware of Principle as a requisite so im not sure why its doing that.

    Ok, I located the problem.
    It's a quest that has to be completed in order to get the 3000 in spiritual cultivation necessary to be able to buy the skills.
    I still can't use one of them because it says that it requires "25 Chi" in order to use it.
    Now where do I get that at?
    There isn't even a stat on the character for that as far as I can see.
    I guess I will figure it out eventually.

    Chi bar is located right under the XP bar, and you can see your character name inside. You can fill it up when carrying/being carried by someone or by killing mobs.

    I got 99/100 chi and i went back to the guy and it still says prerequisite too low even though ive already done it =/

    99/100 Chi is equal to 1 Spark. 199/200 is 2 Sparks. Make sure your skills don't requite 2 sparks. Can you screen shot the problem it will be really helpful :)

    Also some skills require that you at least learn level one of the previous skill. So if for example your skill starts at the top with XXX then has a line connecting to XXXO then has a line connecting to XXXOO. You need to have learned XXX and XXXO before you can get XXXOO. Each skill if you hover over it will tell you what requirements you have to have to meet that skill.

    Others have already mentioned the gold spiritual cultivation quests as well.
