I'm going to introduce a friend of mine to perfect world...She said that she once read a review that said perfect world bans people if they meet up in-game and they are from the same geographicle area. (Sorry for spelling.) Is this true?

    They not allow people from certain country to play their games, because those country already has their own version of the game
    Why do I get a "Disabled Region" message when registering for an account?

    These countries CAN NOT play games from Perfect World Entertainment.

    China
    Hong Kong
    Macau
    North Korea
    South Korea
    Taiwan
    Vietnam

    Unfortunately, we are unable to allow new registrations from these region.

    We are obligated to block regions which have their own localization of Perfect World, Ether Saga, Jade Dynasty, or Battle of the Immortals. Some regions are also blocked for administrative reasons. The same regions are blocked for all of our games.

    Other than those country you can play the game, if you mean on same ip i am not really sure

    we both live in the usa, she said that if we live close by each other and we meet each other in the game, they could ban us.

    No, not at all. Many people who know eachother IRL (mostly married people) play together and at the same time, from within the same household! You just can't share an account or run two or more clients at once on the same computer.
