Can a level 10 get a mount?

I'm a winged elf cleric..level 9 almost ten. where do you get mounts? ah, I want one. they look faster than flying. true or not?

    Lowest level mount is level 20, your best off getting new wing's rather than a mount.

    Mount is mostly used for collecting mats where as wing's can be used anywhere.
    Also at level 9 your not going to have near enough coins to purchase one unless you buy Zen.
