To craft the level 85 gold frost (?) Arcane Armor armor pieces?

P.S.: I am not looking for advice on how to build the rest of the character, and I do realize there are some better equipment out there for some of the slots, I am just asking if those 2 pieces are obtainable, because so far, I haven't come across any.

    I don't think the mats you'd need drop anymore, and it doesn't look like they can be bought with chips either.
