Help please... Have not been able to play for several months

Alright, as stated in the title I haven't been able to play for several months... Not sure when it happened but I think it started right when the Rising Tide expansion was released, cause after it came out I wasn't able to play anymore.
Here's the problem- After I log in it times out at 20 seconds, and says "Unable to connect to server" and then takes me back to the login screen. I check the server list and the status on all of them is "---" Like if maintenance was going on, you know? Except that it never ends.... I have been trying to get in-game at least once a week, since January? Does the same thing on EVERY server. I use Windows Vista Home Premium, no hardware changes whatsoever. (the game has ran just fine before, you can see my characters lv on my avatar right?)
Things I've tried:
Firewall disabled
Antivirus (free..) completely uninstalled
UAC configured, even though I use the Administrator account (it is the only account on this computer)
Yelling at my computer (no not really but I just had to say it..)
Making a new account, changing password/etc...

Verifying (several times)
Re-installing (SEVERAL times as well, taking up very many hours of my time)
Sending in a ticket to support, basically they told me to try everything that is stated above, which I had already tried before they told me... so yeah, I did what they said even though I had done it already but again it failed.
Manual Patching
Adding to the list of exceptions on my firewall (even though when turning it off it fails anyway)
Adding the port number to my router or whatever the hell it is.
All other online games work just fine (ex: Allods, Aika, Combat Arms, even FreeRealms...), but it seems that Jade Dynasty does not work either, giving the same exact error as PWI...... so it has something to do with Perfect World Entertainment games it seems.
