Why cant i learn a new skill????

ok i am lvl 14 and the assassin skill master wont let me learn any lvl 9 skills . it says i have not reached spirual cultivation level??? what does that mean i dont know . please halp. and i am a tideborn

    Many of your skills must be "unlocked" by following the Spiritual Cultivation Quest Chain. Talk to the Shaman in the City of Raging Tides, and he will give you the quest you need.

    ^ As what was said above. When you look at those skills you can't seem to learn, it will mention a Cultivation Requirement. If your cultivation doesn't match it, that would be the reason why the skill is grayed out.

    first you have to talk to the meditating shaman and hell give you a quest to visit another npc which gives you a quest to get fantasy beads from the jelly fishes XD and then youll have 99 chi and be the next cultivation level and be able to get your level 9 skills XD i probably sound like a nub but im not checking anything just doing this from memory lol

    Just so you know there is a glitch. I just ran into it myself with my Tideborn character. I had to relog in for the quest to show up at the meditation shaman. For some reason when i got the quest it had no information and didn't tell me where to go until i rebooted the game. So if anyone else runs into this issue... there ya go. :)
