It says: draws the targets chi out of their body, afterwards the targets chi will recover an increased rate.

I confused about it, so it takes out their chi and it recovers fast, then woudnt it be useless

    It takes chi out of target and gives it to you.

    IMO tho, Cloud Eruption > Chi Siphon.

    I think the idea is that, you have chi now, your opponent have chi later - but your opponent could be dead in the next 4s.

    also usable on mobs and bosses, don't know what good chi does to them lol

    couldn't it also be used on an ally, if they're (almost) out of chi and want the higher recovery rate?

    IMO tho, Cloud Eruption > Chi Siphon.
    Due to the affinity requirements, it's really really hard to get Cloud eruption or Chi siphon on a genie with other popular skills until it's level 95 or 100. In particular, Chi Siphon's affinities are more compatible with Expel. But yes, generally, Cloud Eruption is easier to work into your genie.
