It says: draws the targets chi out of their body, afterwards the targets chi will recover an increased rate.
I confused about it, so it takes out their chi and it recovers fast, then woudnt it be useless

It takes chi out of target and gives it to you.
IMO tho, Cloud Eruption > Chi Siphon.0 -

I think the idea is that, you have chi now, your opponent have chi later - but your opponent could be dead in the next 4s.
also usable on mobs and bosses, don't know what good chi does to them lolElena Costel: I wash my hands of this affair.
