Too Many No Name Factions?

Is it just me, or am I the only one who believes that there are too many no name, low level, non-active factions?

Faction Here, Faction There?

Perfect World International is full to the top of non-active small running factions.
I had a thought that maybe, it there would be more requirements to be able to make and run a faction. It would limit non-active small factions. I believe that people would appreciate it more if it was harder to obtain. They would be more active and fun to have only those who deserve to run a faction have one.

Maybe it could have higher levels then 3, and maybe more officer positions. Build stronger teams, more active players, alot more helpers.
Maybe it could have a higher set level requirement then level 30.

I'm not really sure I was just wondering if anyone felt the same way I did.

    maybe move this to suggestions? Guild Banter is here for the small factions to advertise themselves and recruit ^^.

    There are many people who prefer smaller factions of just friends than large ones where the same frienships and small family-ish atmosphere doesn't exist. The only realy problem with so many small factions would be if you wanted a name already taken.
