For some reason i cant post ticket

I'm trying to post a ticket but whenever i tried to send it its always fail and it said connection reset but that time I'm not DCed... o_O?

why trying to send? Coz I'm going to report someone who act like a GM (and someone on my squad just talking about him a few minutes ago, she said he is a scammer...) I have screenie of it and I wonder if i can post it somewhere else in order to report it.
