On June 26th 2009 China Culture Ministry published a Notice regarding online games virtual currency regulation. You can read an English version here: http://www.horacexiong.com/?p=777

The fairness of these regulations to the players and game operators is not what this little post is about.

One outcome of these regulations is basically that the outright sales of packs are not allowed in the game in China. There is even a website that you can go to rat on a game operator if such sale is in game. So PWI in China took down all ads that showed what could be won from various packs, etc, etc. From June 2009 till now, there have been only two, or maybe three times when packs were offered again AFAIK. And they were not just placed in CS for sale, instead, they were attached to some items as free gifts. For example, if you buy a tele, you get one free pack. And all these two or three times, the promotions only lasted for about a week.

So here's the point, where do you think PWI is going to sell all these packs to recoup the lost revenue in China? Well, here of course... and OFTEN and FOR MANY MANY DAYS!!

Had there not been those regulations in China, will the packs still be on sale here so often and for so long? Maybe, maybe not.

So you didn't already figure before reading that link that they were putting these packs out for money?

I think I can speak for all when I say everyone is just burned out about this pack QQing, it really just needs to stop. If you don't like packs being in this game you can leave, no one is forcing you to stay. :)

It's not an outright QQing about the packs, he's giving us information as to why the packs have now become the plague.

And I am happy you posted this information. It's nice to see SOME logic other than "MONEY GOOOOOOOOOOOOOOD."
