Question About Blacksmith

Ok, I have a question that seems to be getting unanswered on my server.

I am a Blacksmith Level 4.

I am 45/45 into it on the Skill Book.

When I talk to the elder, he tells me I need /60 inorder to move up to level 5.


Is there someone who I should be talking to in order to get my skill book to get up to 60, because right now my skill book only lets me go up to 45.

    You cannot level it anymore until you are level 80.
