Shortcut Bar Help

Okay, so currently I've got the action bar on the bottom of my screen and the skill bar on the left-hand side. Today as I got on PWI, it started acting weird. Usually, I have my attack skills on the first panel, and then buffs on the second panel and I only made those two visible. Now when I try and organize them I only get the first attacks. When I click to view all of the panels the first and third are the same. The second one remains my buffs. But how do I get it to only show those first two?

    Use the up/down arrows on the bar to change which row the bottom (triggered by F1-F8 or 1-9 keys) is showing.

    There's a hotkey for cycling it, too - but I forget what, I'm afraid.

    Well, I've done that. The first row becomes my attacks and the third row is my attack. The second is my buffs. How do I make both the second and first rows show simultaneously?
