It'll be helpful to us if you tell us some of your computer's information.
1) What is the make and model number of your computer?
2) Please also tell us whether you are running a 32bit or 64bit version of Windows. You can find out in Windows by going here: Start > Control Panel > System & Maintenance > System. Then look under System > System Type. It will then display 32bit Operating System or 64bit Operating System. Include that info with the info we ask for below.
3) To create a dxdiag log, go to Start, click on Run, then type in dxdiag and press Enter. Click on Save All Information as a text file (on your Desktop as an example.
If you are using Vista or 7, go to the Start Menu, click on the Search menu and type dxdiag.exe.
4) Copy and paste the top half of your dxdiag into your forum post (that means 50% of the text). If you have Vista, please take out the (TM) (the trademark symbol) out of the text file, as the forums will cut it off and won't display the rest of the text.
If you have a 64bit system, please click on the 64bit Dxdiag/DirectX button to save the correct log file. This is important so that we can help you find the right software for your system.
We'll take a look at it, and offer our advice (or our super cool and helpful community might beat us to answering things for you).Do you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?

b:chuckle silly admin, is 32bit v2600 windows XP ^^;
and is clear, you got 256 ram and only 5x free O_O it say physical ram.
it is not enough to run PWI, you also got 2gb or virtual ram, if you reduce it a bit it may accelerate a bit bit bit bit cuz wont be transfering to HDD in endless minutes.
O_O but ya, you very low low low in Ram, also you not mentioning your video card, but taking a look at the rest of the machine, it shud be low.
the processor is not bad, is enough to run PW, but the ram is too low ._.
O_O to reduce lag without wasting money, you shud reduce windows ram consume at least 50mb, still you will lag a lot.
how: quit the windows visual style to play, close everything in the tray bar incluiding player, msn, downloaders, asistant, printer icons, etc. (tray bar is next to the clock) play PW only and nothing else, dont play or open anything before playing PW, restart your computer every 2 hours while playing to reduce lag.
do not use the next antivirus: Norton, Panda... they are nice but consume too much for your system.
if you dont have money to invest, get some free antivirus with good detection rate (you can check google for detection rate list) but i recomend Avira (googleit)
hmm. that is all, now, take notice that with those specs and being a dell, is hard to update your existing machine, you can get something really nice enough for PW for arouns 200 dollars in USA, to 400... if you live in a 3rd world nation like in South America, shud be 400 dollars enough for a AMD or Intel dual core 2.7 with 2gb ram and 512 onboard video.
o_o im totaly ranting.
with love V0
