summer event

Hi, i want to play the summer festival event, where's the NPC that gives the quest? The oficial blog says that the event starts at 9:00 and 4:00 PM - server hour. Where can i see the server hour?

    1) The NPC does not spawn until the event starts. If spawns in the point of Arch. just read the text rolling across the screen and follow the trail of lag...

    2) Those times on Lost City follow GMT-7 (Pacific Time)


    Also, the red and scrolling text will let you know well within time to get to Arch and find the mass of ppl standing around buffing ;)
