Change graphic settings = fast paced gaming?

K so I changed the graphic settings because I hated the freezing up in laggy areas, and overall being laggy, so I changed a few settings, great! I didn't care how it looked as long as it was smooth gameplay, so I lowered all the settings as low as they can be. And BOOM the graphics are what I want, but the gameplay is very fast, everything is racing. I have epilepsy, and it is not good at all for this craziness to be happening. I'm almost afraid of starting the game up again but I am going to try anyway. So what's wrong? I don't want everything to be jumpy and everything running.

    Keep v-sync on if it's off, or turn it off if it's on.

    often times v-sync is what causes flashy graphics/etc.
