Why forbid some countries to go International?

Should be not like this... I have friend from China and Japan, they wanted to play international too... Why Forbid them?

And if any one from PwI is from those countries and live there, Will they get banned because they play Pwi? Anyone can answer me?

    They can't play here as they have their own version. Licence rights belong to another firm for his region.

    The International Version is specifically built to accommodate North America.

    Just because it has the word 'International' in its title does not mean that this version can be played worldwide.

    Yes as due to the agreement between the different version the IP's of those countrys are banned automatically from our servers.

    A little elementary clarity:

    If you are currently living in any of the listed countries, you cannot play PWI. Does not matter where you are originally from.

    If you are originally from one of the listed countries, but living anywhere else outside of the listed countries (US, EU, Germany, etc.) you can play PWI.
    There's no such thing as a "Perfect World" full of Jade, diamonds, gold, and other riches and treasures. There is only an imperfect world, with an imperfect society, full of imperfect people, with imperfect idea's about how to be perfectly rich and perfectly perfect. No one cares about being perfectly kind, perfectly fair, or perfectly content.
    It's a perfectly sad world.
