Unable to connect to server

This is the response I get when trying to log into Sanctuary server. This has happened in the past but has always been resolved with a few minutes wait and retry. This time it has happened over the course of a number of hours.

I have downloaded the most recent patch, tried rebooting my computer and checked for recent changes made with AVG, Spybot and Malware...none related to Perfect World.

Any further suggestions or thoughts?

Submitted a ticket as well but email address is old and I no longer have access to it.

    I have the same problem with Heaven's Tear, and then when I look at the list of servers (where it also says connection and speed) it says that all are zeroed... I was actually disconnected from the server while I was playing even though my connection with the router is just fine and I've been trying to log in since last night and still no luck. =/

    There could be intermittent internet service or throttling occurring regionally between your computer and our servers. Please power down (unplug from electricity after shutting down your PC) & restart your PC and networking gear, then try again later.

    I had already restarted my computer a couple of times before posting, and I just did it again, including restarting the networking gear... still no luck. =/
