System req? Buying new comp

My computer is getting rather old now and I'm thinking of replacing it.
As it is now i can pretty much only run the game in "best performance" mode
the comp (laptop) im using now has
single core 2 GHz
1024 MB ram
and an ATI mMoblity FireGL V5000 128 MB graphics card
I know a lot about computers and have built some. but i need to know what stats my new machine should have for what i want it to do.
i want to me able to run the game
in 1680x1050
with terrain as seen normally (not the grass type, like best performance mode)
in west district and 80v80 TW with a normal screen refresh rate
i want distance to be on med
and water to be on med
what stats will i need?

Killing level 80's with a lvl 60 is a lot more fun than killing level 90's with a level 100.

Do not aim for getting a netbook if you have any 3d gaming desires. That is like running a Dodge Viper on a gokart track. The Viper is PWI, the netbook is the gokart track. TW isn't easy for me (on my CPU) so aim something higher than this if you want everything perfectly smooth:
2.2 Pentium dual core
4gb DDR2 ram (2 will work, it's not the ram that's at fault)
GeForce 8600GT 512mb
A note to be made is that these are my specs, my machine and my tweaks and settings. my problem is my processor it has some problems handling TW instances in more intense areas. And seeing as you are planing to use a barb I wold suggect you shoot much higher on your processor. Just fair warning.I'm a guy, not a woman, that is all

as much as i want a desktop, its going to have to be a laptop, as i need portability for school
i have about $870
but as i dont really want to empty my ENTIRE bank account. i was hoping to go for less than that.

When shopping, here are some things to look for:
Hard drive: Speed at least 5400rpms - Size, up to you.
CPU: Dual Core or i3 equivalent
RAM: 4GB if you can
OS: Windows 7 Premium 64bit. 7 Home is ok, and 7 Ultimate is pointless.
Video: nVidia GeForce 9600 equivalent or higher, VGA or DVI and HDMI out
Misc: Latest Wi-Fi standards, 3 or more USB 2.0 ports, Optical DVD-ROM/R/RW drive, multi memory card reader (optional but helpful), and a good padded backpack to carry it in.
If you can go into a store and try typing half a page on it and see how the keys feel, as well as the touchpad. Also consider a mouse to go with it, to help make it easier to use and play/work.

hard drive size i dont need more than 200 GB
as i have over 4 TB of external storage drives
but i would like 7200RPM
and i would like it to be an HP laptop
as that the company my dad works for. and he might be able to pull some some employee discount thing, like he did when i bought this laptop.

Of the common graphics options available, try to go for a 240M, 250M, 260M (this would probably be the best pair), 350M, or 360M. Starting with the GTX 260M, battery life goes out the window, while the GTS 260M has near the same performance, but a good bit lower power use...and higher cost. The GTS 350M and 360M look alright, too, but it's hard to tell if they are actually any faster than the 200-series, or slower.

Since all of the nVidia's low-power chips seem to be based on tweaking older tech, there aren't any that are better at one bench, and worse at another, so it's not too hard to compare.
I don't see any HPs w/ anything nVidia for graphics. PWI seems to have minor graphical glitches w/ modern Radeon drivers, and some people have performance issues with them in PWI, too. I have no idea what the norm is. Add on to that that I don't see anything on HP's site with mobile Radeons of any decent performance level (nice TDPs, but even a Mobility Radeon 4550 seems to barely make to 210M/220M performance levels). Nice business laptops, and cheap-but-not-crappy general purpose laptops, but even casual gaming seems to be missing (not bad, just bad for gaming on a notebook that says HP on it).

If battery life doesn't matter much, the first Asus at Newegg, w/ the GTX 260M (link) is a really good value, though it is technically used.
Now, since you have a working laptop, have you considered getting a desktop, with a decent monitor, keyboard, and mouse, and just not upgrading your laptop? Keep your laptop for going around to places, and the desktop for back at your house/apt/dorm. I know some new stuff runs slow, but I'm doing OK with a 2 year old desktop, and 9 year old notebook. I'm using an 8600 GT, and I'm doing fine with it, and if it isn't a major gaming rig then using a 220 would be more than fine.I'm a guy, not a woman, that is all

There are several available cards that beat the GT220 by quite a bit, at a similar price or only very slightly more. In the same price range, a 9600 GT, or 9600 GSO, would all beat a GT 220 by quite a bit, and cost only a small amount more (<=$20 more, for 80-150% more performance). HP laptops are ok for average computing, studying, and some game development uses.
3d gaming, not so much.
I 2nd the opinion about getting a desktop for your home or dorm if you wanna go that route and keep using the laptop you have. You may have to replace the battery, but that is still cheaper then a whole system.
(That reminds me on a random note, if your battery ever dies, and your system won't turn on even when plugged in, unplug it. Then remove the battery. Then plug the power back in. It should bypass, turn on, and run as a desktop. I've had to do that for quite a few laptops, mostly HP.
