      Reset all conquered land after two-four months showing no activity and charge the leaders a weekly/biweekly fee for owning it ( if they really want the land they will continuously fight or pay the required fee this move will eliminate their having mute factions on all servers). In addition, I think the fee for starting a faction at all levels needs a serious upgrade. This should weed out the serious players as opposed to those just taking up space.

      For pve servers, after an area is conquered at least twice through pvp, reset the next war with stronger enemies, and bosses this will eliminate useless pvp on pve servers maybe even force them back to pvp servers (bosses with over 1M hit points pose more of a challenge than a pvper ever will).
