I am writing from a full dex and intense damage dealing perspective. This is my opinion and recommendations on Archer skills based on my gameplay. I hope to help new archers understand the importance and significance of each skill and allowing them to use their own judgement to build their archers accordingly.

Blazing Arrow Adds fire damage to normal arrows
PVE - If you do not like to drain all your mp using skills for normal mobs, this skill allows you to do decent damage using normal arrows. At higher skill level, this skill will make your normal damage better than Quickshots.
PVP - This skill will not be useful during PKing or PVPing. The reason is that you will not be using normal arrows to attack other players. You will be using stuns and other skills that Blazing Arrow do not have any effect on.
Frost Arrow Slows the enemy with arrows of ice
PVE - It is a helpful kiting skill and possibly life-saving. In a low health situation at an early level with no stuns, you would want to escape from the mob and slow it down with this skill to pot and/or put up your winged shell.
PVP - A moving target is an annoying target for the melee folks. This skill can aid you in that matter.
Vicious Arrow
PVE & PVP: Archers and DoT skills do not work together. Archers are meant to take down targets as fast as possible. To be fair, at most, this DoT skill may be of use during bosses especially when the boss is weak to magic or wood damage. There are a few archers that I've seen use this skill and Serrated Arrow (the other DoT skill) as their opening attacks. Not my preference.
Serrated Arrow
PVE & PVP: Although Serrated Arrow is a DoT skill, some archers find it useful against robe wearers, because the skill deals physical damage. If you can combine this skill correctly with stuns and other skills, you can quickly take down even light-armors with ease.
Having said that, this is definetely not a first-priority skill. With the high SP expense, you may other skills as a better alternative.
Sharpened Tooth Arrow
PVE & PVP - Let me just ask this. Do you prefer using this expensive skill or taking one more shot at the enemy?
If you still don't get what I'm trying to say, take a look at this example.
Your opponent has 4000hp. At the skill's max level, you reduce your opponent's hp by 16% which is 640. Now, your opponent temporarily has 3360 hp. During that time, you could have done thunderous shock and lighting strike with higher damage and less SP cost.
Although this skill is expensive and not necessary, it is still a useful asset in a PK/PVP battle. Ah, the lovely fight and ticking charms.

Lighting Strike
PVE & PVP - This is your first priority attack spell. Why? At level 29, you recieve Thunderous Shock which gives you the ability to lower your opponent's metal defenses. Lighting Stike should be used after Thunderous Shock as a combo.
Thunderous Shock
PVE & PVP - As stated above, this give you the ability to make your enemies more vulnerable to metal attacks. You would want to max this skill ASAP.
Thunderous Blast
PVE & PVP - This is another Metal Skill. Being that, you should also max this ASAP. Use this skill in combination with thunderous shock for optimal impact.
Stormrage Eaglehorn
Winged Blessing
PVE + PVP - This is a Max-As-Soon-As-You-Get-It Skill. With added range, you are further away from the enemy. It buys you more time to add more attacks until the mob or player can reach you.
Take Aim
PVE -Since this skill has a long casting time, the high damage makes this a viable opening skill. However, the "Miss" for this skill is at a noticeably and annoyingly high rate.
PVP - For a PVP battle, you do not have the time to waste to cast this skill. On the other hand, this is a great opening or one-hit skill if you are talking about pking especially when it's a critical hit.
Quickshots
PVE+PVP - This is not a skill I would bother to level until I have extra EXP. The "extra" attack and "quick" attack is nothing noteworthy.
Knockback Arrow
PVE - Knockback is an extremely handy skill that gives you the ability to push back an enemy. This spell has assisted me in soloing several bosses or elite monsters. The great thing about this skill is that it is not necessary to level since your knockback distance does not change.
PVP - Although knockback can push back monsters, it can not push back players. You will not be using this skill to deal damage during a PK or PVP battle.
Aim Low
PVE - Due to the 1 vigor/spark requirement, you may not find yourself using it against normal monsters. However, this powerful skill is highly useful against fighting against elite mobs and etc.
PVP - A crucial spell in a PVP/PK battle. It is a vital stun that will allow you to break the charm-users' hieros.
Stunning Arrow
PVE & PVP - This is a stun shot thats does not use any Chi. Enough said.
Deadly Shot
PVE - After leveling a bit, Deadly shot can quickly replace Take Aim as your opening shot. It is more powerful and more reliable (less misses).
PVP - As with Take Aim, if you are able to do a Crit with this skill, it would be able to one-hits.
Barrage of Arrows
PVE & PVP - This is what I call a "Zhen" spell. When you are at the level to get this skill, you would know whether it is first priority spell or not.
Winged Shell
PVE & PVP - In both situations, this skill may be difference between dying and surviving. Archers may find this as a low-costing nice safety net. There are a few hardcores that make do without this skill and wait to spend it on Wings of Grace instead.
Winged Pledge
PVE - I'm not particulary fond of this skill, because it has a high MP cost. The best way to use this skill is in combination with Wingspan to fend off melee monsters. Wingpledge first then Wingspan.
PVP - Wingpledge will not be highly effective against the heavy armors. Let's just leave it as that.
Wingspan
PVE - I find this skill useful against a melee mob that comes to close. Pair this with Knockback Arrow and Stun, you buy yourself more time to do another round of attacking till it reaches you again.
PVP - If a melee person is too close to you, don't use Wingspan. As with Knockback Arrow, Wingspan will not knock back a player. However, this does not apply to arcane users. If a robe-user for some crazy reason gets too close, feel free to use this physical attack skill against them.
Wings of Grace
PVE & PVP - I would say this is a much better version of Winged Shell. This is a skill that allows you to quickly get out of any situation if you need to.
Bow Mastery
PVE & PVP - This is a Max-As-Soon-As-You-Get-It Skill. This is added damage on all attacks. Self-explanatory really.
Flight Mastery
PVE & PVP - At max level, you can fly 2.0 m/sec faster ----after using 100k of Spirit! Although it may be convenient, this is a skill that I will recommend not wasting on until you have spare spirit to play around with. The 100k of spirit can be used to leveling damage dealing skills. You are a damage dealing class. That is what you should focus on. (Besides, if you can afford it, the CS wings are better and faster.)
Wings of Protection
PVE + PVP - The evasion for archers in this game is a joke. Don't expect this buff to make huge difference. You are better off saving your SP for your damage skillls.

Added notes: Take notice that I don't give any importance to skills that has no benefits in combat. As an archer (especially if you are full dex), your best defense is your offense. Your top choice is to take out your target as quickly as possible. SP cannot be wasted for other things besides dealing damage.

Just my opinion for skill in tw:
Sharptooth and the thunder aoe you absolutely need for tw as these with be the main aoe used for clusters and they cost 0 chi. The close range aoe isnt too helpful because if you have that many people near you you are either doing something wrong or you got focus fired out the ****.
Also you will be using stun almost every time its cooled down. One shots robes often, it's a must. The metal debuff and metal skill are also crucial. Passive range skill and passive dmg skill also. Evasion and speed buff are also helpful. Deadlyshot and take aim are good too. Use take aim to gain vigor fast by holding the hot key when casting for an instant cast.0 -

Not to say that this guide wasn't very useful, but what the OP is basically getting across is that archers should deadly shot sneak everyone and be wannabe metal mages the rest of the time in pvp. PVE wise, of course frost and knockback are pretty much all you will ever need, but the PVP section is messed up.
Don't get evasion buff it sucks, don't use knockback to do dmg, it sucks, don't use sharptooth to do dmg, it sucks...Seriously lacking....and wings of grace, 3 seconds cast time, only 20% speed increase and cancels your 15% buff already, and only 30% absorbtion...definitely one of the skills you would use to run away by sitting there and stunning yourself for 2 seconds then resisting for 1 second. 1v1 maybe, vs BMs, maybe, but hardly in most other situations.
Go be metal mages, archers, cuz you can spam those metal skills and you have enough chi all the time to nonstop debuff (since that's the shortest cooldown skill). You try that and see how far you go in mass PvP vs robes.0 -
Sharptooth is for bosses. :V
my opinion is the same, specially TT bosses where everyone deals basically no damage compared to the bosses health, just let the tank take aggro then use sharptooth and you can get from a 500k hp boss at least 25k on lower lvls of the skill that without doing critical nor use chi b:cute, the greater the hp the boss has the greater damage it "deals"b:victory

Not a bad guide for new archers. The only real criticism I have is that you mentioned that Blazing Arrow is not useful in PvP because you will not be using normal arrows. However, thanks to Astrelle's incredible new research on Blazing Arrow we have learned that EVERY archer skill except Winged Pledge receives the additional added fire damage equal to Average Damage from weapon only * Blazing Arrow %. This isn't a large amount by any means but it IS more damage. Every archer should have this buff on as much as possible in both PvE and PvP. Also Frost Arrow is pretty much pointless in PvP but that can be considered more of an opinion really.0
