Basic PVP Questions... like REALLY basic

Ok, so I know I will probably get flamed like crazy for this, but whatever, here goes....
I have never played in PVP mode before (never saw the appeal), but the other day a faction member asked me to help him PK some people that were being mean to him. For whatever reason I agreed and for the first time my name was white instead of blue. However, when I attempted to attack this person, nothing happened. I wasn't in a safe zone or anything like that, and he was also in PK mode. So.... why couldn't I attack him? Is it like a duel where they have to consent to it? I know I sound like a total noob, but when it comes to PVP, noob is the only word to describe me.
Please be nice in your responses, I already know this is a stupid question.

    the word you are looking for is newbieb:surrender

    you can attack other ppl by holding ctrl then click the skill you want to use. if you are to lazy too do that there is shield-looking-buttom under you minimap click on it, mark off "all" and white names in the protection section. mark off "red names" and "squad" in the blessing /healing section. click confirm and you are good to gob:victory
