How do I make or find weapons and armors with sockets?

Random luck, for most items.

Some items - such as the TT series - are guaranteed to have a certain number of sockets (usually 2 or 3)

you can add sockets by buying socket stones from other players or in the boutique. Then go to a PW boutique agent. the amount of stones depends on the lvl of the wep

When you craft items there is a chance for sockets to be added to the gear. How many sockets and the quality of the gear is almost entirely random, so even if you manage to get a 4-slotted armor, the stats on it might suck compared to other items you may have crafted.

Some legendaries and twilight items are guaranteed to have at least a certain number of slots, but again the actual amount is still random. You might end up with either the lower or the higher end of the scale, and the costs for crafting these items is usually far higher than regular armor and weapons, so its more of a loss if it comes out at the weaker end.

Socket Stones will allow you to slot equipment but pay heed to the level of the equipment. This is not the same level as the requirement to use it but a statistic inherent on every piece of equipment in the game. Legendaries tend to be far higher rank than normal equipment of the same level. The higher level the equipment, the more socket stones you will need in order to upgrade it.

Socket stone upgrades are exponentially more expensive depending on the level (rank) and how many slots are already on the item. For the last slot (4th slot for armor, 2nd slot for weapons) it can be very expensive indeed, so be careful not to overdo it.
