Regetting quest for Lvl 4 blacksmith?

Where do I have to go/talk to to get this quest back? I've searched the elders and blacksmiths and I can't remember who else to talk to.

    im prty sure u gotta talk 2 elder of arch then he tells u to talk to the blacksmith who gives u the step 2 quest

    It's not working...I'll try again tho....

    Someone in my fac just told me it's Blacksmith Tang in North Arch. It is. :P
