where i can get dragonling essence for lvl 95 weapon of psychic?
is there's a quest for this item?

    Drop from Harpy Wraith, a boss found on the world map; it is commonly mistaken for a world boss, but is actually needed for a level 92 Quest called The Legendary Hero. It can be found patrolling the south plains from the ancient wall. The Harpy wraith is one of, if not the strongest boss currently in perfect world, ignoring the ones that cannot be killed such as the Devastator.

    why i don't have that quest? and it is the only way to get that dragonling essence?

    Its a demon-only quest if im not mistaken.
