Supply stash help??

I am currently level 12, but still have my level 10 supply stash and cant open it :(
will i be able to open it at level 15 or am i just stuck with an unusable level 10 box?

    Do you have full quest log or full inventory? if this is the case, trash or complete some quests and sell stuff in inventory
