Sound bug when I Alt+Tab to a different window

I stream movies and shows from my computer to my TV so the game and the shows use the same speakers.
So I like to keep the game muted while I play.
So I turn the volume all the way down. No sound at all.

When I Alt+Tab, which I do quite often, the game sound comes back on.
If I go into the sound settings the volume still shows turned down, yet I can still hear the game.
I can turn the volume up and back down to turn it off again.
But as soon as I Alt+Tab the sound comes back!
Now it doesn't do it every time.
Sometimes it take 2 or 3 before the sound comes back but it will always come back...

    Just another note, this only happens with PWI.
    All my other games are fine.
    All video and music files play fine.

    If I'm watching TV that is not streamed from my computer I can just mute my computer.
    But that doesn't help if I'm doing something else.

    I have tried my onboard sound card and a PCI sound card and it does it for both. So it's not my sound card or my drivers. They are both up to date.
