How do I get the fox form? *PLZ READ*

Okay, I'm a Venomancer in PWI, and I'm a level 9, but the thing is, I thought you were able to get the skill at that level. Can someone plz tell me what is required to get it by steps? (Plz be specific when explaining the steps like where to go and who to talk to, thanks.) ._. I sure hope someone here can explain for me. I'd appreciate it so much! :D

    First you need to do your spiritual cultivation (yellow quest) so you change from spiritual initate to adept

    Edit: Also, u have spirit and money neccesary?

    ^ As Secuoia said. In your quest list, check for something called the Spiritual Cultivation Quest. You get SP culti quests at lvl 19, 29, 39, 49 etc. Upon completing them, you will reach a new Cultivation Level. If you check your skills, there are Spiritual Level requirements, such as "Spiritual Adept", and "Aware of Harmony" etc. Press C to open your character menu to check your spiritual level.

    Also as Secuoia said, note the spirit and coins required to learn.
